Atlassian Cloud pricing 2026: Jira, Confluence & JSM.
Every 2026 Atlassian Cloud line item, benchmarked. Jira Enterprise at $17.50, Confluence at $11.00, JSM agents at $77.50, Rovo AI at $20 — taking a 1,000-user blended estate to roughly $440,000 a year before add-ons. This note maps the tier structure, the volume bands, the add-on and tier-jump traps, and the negotiation levers that cut 18–30% off enterprise spend.
Atlassian Cloud Enterprise lists at $17.50 per user for Jira, $11.00 for Confluence and $77.50 per JSM agent — a typical 1,000-user estate reaches ~$440,000 a year before Marketplace apps and Rovo AI. The 2026 list is up 7–9% on 2025. With Server end-of-support complete, the real cost decisions are now tier placement, add-on discipline and the Data Center-versus-Cloud TCO. The largest levers — multi-product bundling, migration incentives and credible competitive pressure — move enterprise contracts 18–30%.
01 Key findings
The Premium-to-Enterprise jump is nearly free on Jira and Confluence. Enterprise costs only ~$6 more per Jira user per year than Premium, yet bundles Atlassian Guard Standard (worth $36/user/year) plus unlimited users and 99.95% SLA. Above 1,500 users the Guard saving alone justifies the step.
JSM is where the tier jump actually hurts. Enterprise agents run $77.50/month versus $53.40 on Premium — a $24/agent/month gap, or $14,400 a year for 50 agents. Only ITSM-mature teams needing virtual agent, CMDB and advanced incident management should pay it.
Confluence billable-user inflation is the most common cost surprise. Any user with read or write access is billable; broad read access routinely runs 2–4x the Jira count. A quarterly audit typically removes 25–40% of Confluence seats.
Data Center is still 25–40% cheaper at scale — but AI-locked. Atlassian Intelligence and Rovo are Cloud-only, which is pulling Data Center customers back toward Cloud despite the higher steady-state list price.
Migration incentives mask steady-state increases. Cloud migration discounts of 30–50% are real but offset by Cloud's higher list. We have seen deals where the headline incentive concealed a 22% steady-state price rise — model three- and five-year TCO before signing.
02 Cloud 2026 list prices
Atlassian publishes list pricing openly. The 2026 list, on annual billing, across the three paid tiers:

Cloud Enterprise requires a minimum of 801 users for Jira and Confluence; below 801 users, Premium is the ceiling. Above 35,000 users, custom pricing applies for all products.
03 Standard, Premium, Enterprise
The four-tier structure changes feature set, governance and SLA materially at each step. The contested step is Premium-to-Enterprise: the price gap is small but the capability gap is large.

Enterprise is almost free on Jira, expensive on JSM. The Premium-Enterprise step is ~$6 per Jira user per year ($210 vs $204), trivial against bundled Guard Standard ($36/user/year saved) and the unlimited-user ceiling. But the same step on JSM is $24 per agent per month — $14,400 a year for 50 agents. Price the two decisions separately; never let a single "upgrade to Enterprise" line cover both.
04 Per-product pricing
Jira Software at Enterprise is $17.50/user/month ($210/year). Billable users are accounts that logged in at least once or hold product access; Confluence-only readers and JSM portal customers do not count against Jira limits.
Confluence at $11.00/user/month is the cheapest flagship per seat, but any user with read or write access is billable — broad read access routinely inflates the count to 2–4x the Jira estate. Use anonymous public spaces or Guest Access for occasional readers. Storage is unlimited on Premium and Enterprise, but per-file attachment caps push large engineering teams onto Premium for headroom.
Jira Service Management bills per agent, not per end user; ticket-raising customers are unlimited and unbilled. At $77.50/agent/month it is the highest per-seat cost in the portfolio, reflecting positioning against ServiceNow and BMC Helix. Annual cost at 50 agents by tier:

05 Cost at scale
Atlassian's automatic volume bands are publicly published; the negotiable layer sits on top. Jira Enterprise blended rates fall by band — annual cost climbs, but per-user rate drops sharply as estates grow:

06 Data Center vs Cloud
Atlassian Server reached end of support in February 2024; existing customers were forced to Cloud or Data Center. Data Center is now the on-premise path for the largest estates, priced per-user with steep volume bands. The decision criteria:

Data Center at 1,000 users runs roughly $80,000/year for Jira plus $33,000 for Confluence — materially below Cloud Enterprise. Where the AI requirement is modest, Data Center stays 25–40% cheaper at scale.
Model the full TCO before accepting an incentive. Atlassian routinely offers 30–50% Cloud migration discounts to Data Center customers, conditional on a multi-year Cloud commit. The discount is real but offset by Cloud's higher steady-state list — and the most aggressive offers land in the final quarter of the Data Center renewal cycle. Customers who hold that decision open realise 8–15 points more discount than those who commit early.
07 Marketplace & Rovo add-ons
Add-ons are where budgets drift. A typical enterprise Jira deployment carries $80,000–$250,000 a year in Marketplace subscriptions on top of the Atlassian licence, each renewing on its own cycle:

Rovo, Atlassian's enterprise AI, ships as a $20/user/month add-on on Cloud Premium and Enterprise — $240/user/year, the most expensive add-on in the portfolio. It bundles Rovo Chat, Search, Agents and Studio. For a 2,000-user estate that lists at $480,000 a year; realistic 2025–2026 pilots show 6–12% time savings, recovering cost on a small share of users at a $90/hour loaded rate.
Do not let Rovo be "included" at signing. Cloud Enterprise contracts increasingly bake in 12-month Rovo commitments. The pricing model has shifted twice since launch and will revise again. Negotiate opt-in rather than bundled Rovo, and refuse multi-year seats without a clause allowing seat-count reduction at renewal — that preserves $240/user/year of flexibility. Note that Advanced Roadmaps (formerly Portfolio for Jira) is already bundled into Premium and Enterprise, so never pay for it separately.
08 Discount bands
Published volume discounts are automatic. A negotiable layer sits on top, scaling with annual contract value and term length:

The three largest 2026 levers: multi-product Cloud bundles (Jira + Confluence + JSM together attract 5–10 points more than bought separately); Cloud migration incentives for Data Center customers (30–50% first-year); and credible competitive pressure where ServiceNow, Asana, monday.com or Linear are genuinely in the deal.
09 Buy framework
Four considerations drive tier placement and platform choice. Weight them to your estate before committing.
Tier placement per product
Enterprise is near-free on Jira and Confluence but costly on JSM. Decide each product's tier independently; never let one Enterprise upgrade line cover all three.
Billable-user hygiene
Confluence read access and JSM agent creep are the two silent inflators. A quarterly audit typically removes 25–40% of Confluence seats and 8–15% of JSM agents.
Cloud vs Data Center TCO
Data Center stays 25–40% cheaper at scale, but Rovo and Atlassian Intelligence are Cloud-only. Model three- and five-year TCO net of any migration incentive.
Add-on discipline
Marketplace apps and Rovo can rival the licence in cost. Inventory annually, cull overlap, and keep Rovo opt-in with renewal reduction rights.
10 Our recommendation
Above ~1,500 users the bundled Guard Standard, unlimited-user ceiling and 99.95% SLA cost only a few dollars per user more than Premium. Take the step — but price JSM Enterprise separately on ITSM need alone.
Right-size Confluence billable users and JSM agents quarterly. Removing inactive Confluence seats alone saves $50,000–$100,000 a year at scale; app rationalisation adds $60,000–$150,000.
If AI need is modest, Data Center stays cheaper. If migrating, keep the renewal open into its final quarter and model full TCO — the headline incentive often hides a steady-state increase.
